Two major New York City casino bids — the Jay-Z–backed Caesars Palace Times Square proposal and the Hell’s Kitchen casino project by Silverstein Properties — have been rejected by their respective community advisory committees (CACs).
On Wednesday, each six-member panel voted 4-2 against advancing the proposals to the next stage of New York State’s licensing process. The only votes in support came from members appointed by Mayor Eric Adams and Governor Kathy Hochul.

The community advisory committees faced a September 30 deadline to make recommendations. For The Avenir casino proposal in Hell’s Kitchen, developers requested a delay to allow more discussion, but that request was denied at a September 17 meeting.

“Any new casino proposal deserves legitimate consideration of its impact on the surrounding neighborhood.
